The problem

One hull. Six desks. Six separate bills.

Before a single fixture, the trader, the charterer, the bunker supplier, the ship agent, the insurer and the bank all screen the same vessel. Each one pays for its own seat. And not one of them is allowed to pass the answer on, because the licence they signed forbids it. So the same work is bought six times and shared nought times.

The idea

Every list

The hull, and every company standing behind it, against every government sanctions list Marsa holds. Where a list is not connected, it says so instead of reporting a pass.

Stamped

Every check records which edition of which list it read and the exact minute it read it. When an inspector asks how you knew, you open that minute and show them.

Signed

Clear it, ask questions, or turn it down. Every decision needs a typed reason and a person's name. Marsa reaches no view of its own and never calls a ship clean.

Ask

Paste the IMO number, or drop in the Q88 that is already going round by email. That is the whole screen. No dashboard, no tiles, nothing to learn.

Check

Marsa runs every check it can and tells you plainly which ones it could not run and why. It shows the ones that passed as well as the ones that fired, and it never reports an empty result as a clean one.

You clear it, ask questions, or turn it down. Type why, and your name goes on it. The record keeps what was checked, against which edition of which list, at what minute, and who decided.

How Marsa is built

Three rules we do not break.

Check once

The check belongs to the hull and the companies behind it, not to one deal's folder. Six desks screening the same ship in one week is six bills for one piece of work.

Marsa records, a person attests

The software reaches no view of its own and will never tell you a ship is clean. It gathers, it stamps, it lays out what it could not check. A person decides, gives a reason, and puts their name on it. That is the legal architecture, not a design preference.

Nothing without a source

Every line links back to the government list it came from, which edition of it, and the minute it was read. Marsa reads those lists directly and on purpose, because the established providers' licences forbid you to pass their answer to anyone else.
